This is the third pan-European state of the environment report produced
by the EEA. It was prepared for the 'Environment for Europe'
Ministerial Conference being held under the auspices of the UN Economic
Commission for Europe in Kiev, Ukraine on 21-23 May 2003. This
assessment is the most comprehensive up-to-date overview currently
available of the state of the environment on this continent. In
contrast to previous reports issued in 1995 and 1998, it covers for the
first time the entire Russian Federation and the 11 other Eastern
European, Caucasus and Central Asian (EECCA) states. The report also
analyses how the main economic driving forces put pressure on the
European environment and identifies key areas where further action is
needed.

The present report was prepared in response to General Assembly resolution 60/198, in which the Assembly requested the Secretary-General to report to it at its sixty-second session on the status of sustainable development in mountain regions. The report describes the status of sustainable mountain development at the national, regional and international levels, including an overall analysis of the challenges ahead, and provides suggestions for consideration by the Assembly as to how to continue to promote effectively sustainable development in mountain regions around the world within the existing policy context, including chapter 13 of Agenda 21, the Johannesburg Plan of Implementation and the Millennium Development Goals.

The importance of federalism is self-evident to those in the European Community. This paper examines the opportunity to use spatial data to create an effective regional entity in Scotland. The paper examines the experiences in Australia and Northern Ireland. It attempts to draw on the experiences particularly from Northern Ireland and draw some generic conclusions.

The EU sustainable development strategy, launched by the European Council in Gothenburg in 2001 and renewed in June 2006, aims for the continuous improvement of quality of life for current and future generations. The Eurostat monitoring report, to be published every two years, underpins the European Commission's progress report on the implementation of the strategy. It provides an objective, statistical picture of progress, based on the EU set of sustainable development indicators. Quantitative rules applied consistently across indicators, and visualised through weather symbols, provide a relative assessment of whether Europe is moving in the right direction, and with sufficient haste, given the objectives and targets defined in the strategy. The data presented cover the period from 1990 to 2006 (or the latest year available). The statistics covered illustrate the range of issues relevant for sustainable development, and should contribute to raising awareness of the opportunities and challenges lying ahead.
