Following is a framework of questions that I’ll be asking panelists this morning at the GITA Geospatial Infrastructure Solutions Conference. I’ll share impressions later today. Do you have any answers?

Systems, Data and Integration
When speaking of GIS technology for the greater good, we’re largely referring to the decision support function of this toolset that allows multidisciplinary inputs for timely and well-reasoned decisions.

Are there adequate geospatial tools with reasonable accuracy, temporal currency and accessibility to provide a framework for community-level decision making? If not, what are the greatest deficiencies?

The engagement of expert opinions to make broad and lasting change for the greater good requires effective data sharing and collaboration. Does the current framework of tools and systems foster cross-disciplinary collaboration? How can this be improved?

Safety and Security
The need for proactive assessment of risks requires a repository of details about physical assets and a mechanism to identify and monitor threats.

Do we adequately monitor risks to our infrastructure? What policy or technological changes would you suggest in order to do better?

Are we adequately safeguarding the systems and assets that if lost would have a debilitating impact on security, national economy, public health and safety? What more could be done?

Environment
GIS technologies first were applied to environmental and broad land planning issues with an eye toward the better stewardship of our planet. Global warming and climate change have been called the greatest challenge of this generation, due to the planetary scope and complexity of the problem.

What role do geospatial technologies play in the response to climate change?

The Global Earth Observation System of Systems (GEOSS) is a broad-scale interconnected environmental monitoring effort that holds promise for better understanding of Earth system interaction. What are your thoughts on this system of system approach for environmental oversight? Could a similar system of systems approach be applied to other problems?

Our understanding of the complex interconnected natural systems on our planet gains ground daily. What can we do to better design our infrastructure and communities in tune with nature?

Mandates and Priorities

There’s a growing sense of urgency to invest money to remediate failing infrastructure across this nation and the world.

How can geospatial technology be applied to prioritize infrastructure repairs?

Where does and/or should the funding originate to support infrastructure management at the various levels of implementation (community, state, federal, international)?

Outreach and Support

How do we go about educating and informing the general public about the importance of this effort?

There’s an increasing need for geospatial skills, yet there’s a shortage of qualified workers. What’s the scope of this shortage, and how can we advance workforce training and encourage students to enter the field?
