More than 300 other communities in the United States are members of the International Council for Local Environmental Initiatives, which works with local governments on issues of sustainability. This group has even developed software to help governments determine the quantity of greenhouse gases their municipalities emit.

With these tools in hand, communities are addressing issues of climate change despite a lack of directives from other levels of government. But turning around emissions proves to be a very difficult thing. Energy efficiency requires investment toward retooling of infrastructure and lifestyle changes that are difficult to enforce.
