As follow up to this week’s Perspectives column regarding carbon cap and trade, there’s news today from noted economist Jeffrey Sachs, director of the Earth Institute at Columbia University. Sachs believes that a straight carbon tax on the source of pollution would prove much easier and cheaper than putting a cap on tens of thousands of polluters.
Given the current performance of complex financial instruments, the idea of a simpler and more direct tax may take hold. Regardless of cap and trade or a direct tax, the issue of assessment, monitoring and enforcement still would greatly benefit from the application of geospatial technology.
